Most of you (myself included) are dog people and are used to some amount of barking. With that said, barking dogs can be an annoyance and people who don't respect their neighbor's enough to quiet their dog(s) down are also annoying.
I can honestly say that being an owner of 4 dogs, my dogs will bark when outside, not all the time but when the neighbor's dog comes out or they hear the beagles down the street bark they will chime in. After 15 seconds or less they stop (because we address the situation).
We love spending time outside in our backyard with our dogs and feel we are considerate people. When our dogs bark as dogs do, we put them inside or get them to stop barking.
People have different levels of tolerance, some will fly off the handle with one small "woof" and others will put up with barking for several minutes or even hours.
So how does one know if their dog(s) are the issue or if their neighbor is the real nuisance?
